Urban Drainage and Flood Control District

Final Report
A Day at the District

Partially funded by a
Grant from FEMA

October, 2006

On Wednesday, October 18, 2006, the National Association of Flood and Stormwater Management Agencies (NAFSMA) and the Urban Drainage and Flood Control District (District), in cooperation with the Federal Emergency Management Agency (FEMA), held an event called "A Day at the Urban Drainage and Flood Control District".  The event was held in the District's board room.

This event was structured to present how the District implements its comprehensive floodplain management effort, and how FEMA’s Cooperating Technical Partner (CTP) program has assisted the District in its mission.  The program started with an overview of the District’s programs.  That was followed by a discussion of the District’s experience as a CTP and how that was integrated into the District’s programs.  That was followed with a presentation on Map Modernization.  There were also live on-line demonstrations of the Mapping Information Platform (MIP) and DFIRM tools.  The final part of the day included a presentation of NAFSMA’s “Guidance for Municipal Stormwater Funding,” a round table question and answer period and a reception, where one-on-one and small group discussions continued.

The following entities were represented at the event:
Fresno Metropolitan Flood Control District, California
Orange County, California
Ventura County Watershed Protection District, California
El Paso Development Services Department, Texas,
Riverside County Flood Control and Water Conservation District, California
Greater Chicago Metropolitan Water Reclamation District, Illinois
Santa Clara County Water District, California
San Antonio River Authority, Texas
North Central Texas COG, Texas
Lower Colorado River Authority, Texas
Papio-Missouri Natural Resources District, Nebraska

Beth Norton, CTP coordinator for Michael Baker Jr., Inc. attended as an observer, and Dave Jula from Baker’s Denver office assisted with the Map Modernization presentation.

NAFSMA publicized the event at its annual meeting and in its newsletter.  NAFSMA also emailed all the invitations.  All NAFSMA members were invited.  Baker provided 10 additional contacts and assisted with preparation of the invitation.  The Association of State Floodplain Managers (ASFPM) also provided approximately 100 contacts.

The FEMA grant was used to provide $250 travel assistance for each attendee’s agency.  It also was used for continental breakfast, sandwich lunch, two breaks and hors d’oeuvres at the reception, and miscellaneous NAFSMA expenses.  The District provided the facilities and staff time at no cost to the grant
